Cinder block has some unique problems, like thin walls, hollow cores, and different densities. A screw made from solid concrete might not work right. It might go through the wall without cutting threads, or the threads might not have enough material to hold on to.

What Makes a Cinder Block Screw Different

A standard concrete screw needs a hole already been drilled to the right size. That works great in solid concrete. The hole is drilled through the thin face shell of the cinder block, and there is a space behind it. The screw threads must only touch the shell material, which is usually between 3/4" and 1" thick.

Note: Drill completely through the face shell of the block. The screw should not penetrate the far side of hollow block unless engaging the back wall or a solid web.  
Embedment Guidelines  
For cinder block, the screw must engage the front face shell fully. Typical face shell thickness is 3/4" to 1". The threads should be fully embedded within that shell; the tip may extend into the hollow core, which is fine.  
Minimum embedment in shell: 3/4" 
Optimal: 1" to 1-1/4" 
Do not over-drive – stop when head seats; over-tightening can strip the threads in the relatively soft block material.
